NRC. Systematic

Assessment

of Licensee

Performance'(SALP)

has

been

completed for your Turkey Point facility.

The facility was evaluated for the

period August 1, 1990, through September

28,

1991.

The results of the

evaluation

are

documented

in the enclosed Initial SALP Report.

This report

will be discussed

with you at

a public meeting to be held at the Turkey Point

facility at 10:00 a.m.

on December

10; 1991.

The performance of your Turkey Point facility was evaluated

in the functional

areas

of Plant Operations,

Radiological Controls, Maintenance/Surveillance,

Emergency

Preparedness,

Security, Engineering/Technical

Support,

Outage,

and

Safety Assessment/guality

Verification.

The assessment

indicates

superior performance

was attained in the following

areas:

Plant Operations,

Emergency

Preparedness,

Security,

Outage,

and Safety

Assessment/guality

Verification.

In addition, continued

performance

improvement

was demonstrated

in the areas

of Radi'ological

Controls

and

Maintenance/Surveillance;

The assessment

of outage

performance

as Category

1

was particularly significant since it covered

the lengthy dual unit outage.

The modifications, which should

enhance

the overall safety

and security of the

Turkey Point station,

were well controlled

and of high quality.

Good

contingency planning

was also demonstrated

during the extensive

outage.

The assessment

indicates that overall Turkey Point's

performance

continues to

improve which is

a continuation in trends

noted over the past three

SALP

periods.

Your managers

and staff are to be commended.

Any comments

you have concerning

our evaluation of the performance of your

Turkey Point facility should

be submitted to this office within 30 days

following the date of our meeting.

These

comments will be considered

in the

development of the Final

SALP Report.

Your comments

and

a summary of our

meeting will be issued

as

an appendix to the Final

SALP Report.
