SAFETY EVALUATION OF THE INSERVICE TESTING (IST)

PROGRAM FOR PUMPS AND VALVES - TURKEY POINT PLANT, UNITS 3 AND 4 (TAC NOS.

74798 AND 74799)

Your letter of October 3, 1989, submitted the revised Pump and Valve Inservice Testing (IST) Program for the Turkey Point Plant, Units 3 and 4.

The IST Program addressed in the submittal covers the second 10-year interval, from February 1984 to February 1994 for Unit 3, and April 1984 to April 1994 for Unit 4.

The submittal also requested relief for the Turkey Point Plant from certain requirements in Section XI of the ASME Boiler and Pressure Vessel Code.

Ne have completed our review of your IST Program requests for relief with the technical assistance of our contractor, EGSG Idaho.

The enclosed Safety Evaluation (SE) and Technical Evaluation Report (TER) provide the details of our review, and Table 1 to the SE provides a

summary tabulation of our conclusions concerning each relief request.

The staff has determined that one relief request was not.required since the conditions are addressed in the plant Technical Specifications.

One relief request was partially denied, two relief requests were granted with certain conditions, and nine relief requests were granted on an interim basis.

Me have determined that the IST Program relief requests are acceptable for implementation provided the items identified in Appendix A of the TER are addressed within the time frame specified in the SE.

This SE includes the interim relief requests granted by the NRC on August 20, 1990.

(3)(ii), or 10 CFR 50.55a(g)(6)(i), for the items for which relief is requested, that (1) the proposed alternatives would provide an acceptable level of quality and safety, (2) compliance with the specified requirements would result in hardship without a compensatinq increase in the level of quality and safety, or (3) code requirements are impractical and that the granting of the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

Accordingly, relief from certain requirements of Section XI of the ASME Code is hereby granted, as described in the enclosed Safety Evaluation, provided the ro ram rocedural changes identified in Appendix A of the TEP, are addr frame specified in the SE.

requests, should be submitted for staff review but should not be implemented prior to review and approval by the NRC.

New or revised relief requests meeting the positions in Generic Letter 89-04, Enclosure 1, should be submitted to the NRC staff but can be implemented provided the guidance in Generic Letter 89-04, Section D, is followed.

Program changes that involve additions or deletions or components from the IST program should be provided to the NRC.
