REVISION TO EMERGENCY PLAN IMPLEMENTING PROCEDURE 20101 We have completed our review of the Emergency Action Level (EAL) procedural revisions as submitted to us for approval in Florida Power and Light letter L-90-386 dated December 28, 1990.

The proposed change affects EAL table Category 12 of Emergency Plan Implementing Procedure 20101 with respect to Notice of Unusual Event declarations.

Based on our review, we have concluded that the changes meet the planning standards of 10 CFR 50.47(b)

'and the requirements of Appendix E to 10 CFR 50.

We understand that this EAL change is valid only during the duration of the Emergency Power System modification, and the original EAI is to bereinstated prior to the actual commencement of fuel load.

If your understanding is different from this, please notify us promptly.

We note that there have been discussion regarding other changes to EALs that you are making or have recently made.

We will review these changes after they are submitted to the NRC.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes that decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission.

However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan, and the Plan, as
changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing, Procedures should be made in accordance with the requirements of 10 CFR 50, Appendix E, Section V.
