Resi tance Tem era ure D rB s Elimination Pr By letter L-90-68A, dated September 13, 1990, Florida Power and Light (FPL) submitted a request to amend the Turkey Point Technical Specifications by eliminating the Resistance Temperature Detector (RTD) Bypass. Following completion of this modification, FPL will perform the following tests to assure that the newly installed RTDs and associated process instrumentation perform their intended functions:

I. Time response testing (see letter L-90-442, FPL to NRC, dated December 13, 1990, for additional information).

2. RTD cross-calibration (see letter L-90-442, FPL to NRC, dated December 13, 1990, for additional information) ~
3. Calibration and functional checks of the process instrumentation.

Prior to the current dual unit outage, Turkey Point measured the elbow tap differential pressure and also performed a precision flow calorimetric measurement. Upon plant startup from the current dual unit outage, we will again take elbow tap differential pressure measurements and precision flow calorimetric measurements. These measurements will then be compared to the baseline measurements which were obtained prior to plant shutdown and differences will be reconciled.
