10 CFR 55.45(b) (5) (i) requires licensees to certify via NRC Form 474, that the simulation facility meets the Commission's regulations.
Enclosed is Florida Power and Light Company's submittal for certifying the Turkey Point Units 3
and 4 simulator as a plant referenced simulator per 10 CFR 55.45(b).
Included in this submittal is a
completed, signed NRC Form 474 for each unit, and two volumes of information to support this submittal.
The Certification submittal is organized into two volumes.
Volume I contains the Certification submittals for Turkey Point Units 3 and 4.
The Unit 3 section of Volume I is organized in a manner similar to ANSI/ANS 3.5-1985, Appendix A,
Guide for Documenting Simulator Performance.
The Unit 4 section of Volume I references the Unit 3
Certification submittal and analyzes the differences between the two units.
Volume II contains the abstracts of the Simulator Certification Tests which were performed to verify that the Turkey Point simulator operates in accordance with ANSI/ANS 3.5.
Table 0-1 of Volume I provides a cross-reference between ANSI/ANS 3.5 sections and the sections of this submittal.
10 CFR 55.45 (b)(5)(ii) requires that licensees "submit, every four years on the anniversary of the certification, a
report to the Commission which identifies any uncorrected performance test failures."
Also 10 CFR 55.45 (b) (5) (vi) requires the submittal of "a schedule for the conduct of approximately 25 percent of the performance tests per year for the subsequent four years."
Section 3.0 of Volume I presents the Test Plan that will be implemented to comply with these requirements.
