SUBJECT:

RTD BYPASS MODIFICATION LICENSE AMENDMENT REQUEST MEETING WITH FLORIDA POWER 5 LIGHT AND WESTINGHOUSE HELD ON NOVEMBER 27, 1990 On November 27, 1990, a meeting was held between representatives of Florida Power and Light Company (FPL), Westinghouse, and NRC staff in Rockville, Maryland.

The list of attendees is enclosed.

This meeting discussed FPL's September 13, 1990 license amendment request for Turkey Point Units 3 and 4.

This request describes replacement of the existing resistance thermal detector (RTD) bypass manifolds with thermowell-mounted RTDs.

In addition, FPL proposes modification of reactor protection and control systems by installation of the Westinghouse EAGLE-21 signal processing

system, and changes to the axial power imbalance terms of the overpower/delta-temperature (OPdT) and overtemperature/

delta-temperature (OTdT) reactor trip functions.

The meeting was closed to the public because of discussions of proprietary information.

FPL and Westinghouse described the proposed RTD modification and the associated signal processing system.

Electrica'l fault, single failure, seismic, and environmental design criteria were addressed.

NRC staff questions were answered directly, or will be addressed with additional and revised information letters from the licensee.

Schedules for the plant modifications were described, and discussed relative to technical review and issuance of the amendments.
