Thomas E. Murley, Director Office of Nuclear Reactor Regulation MEETING WITH FLORIDA POWER AND LIGHT (FPL)

BOARD OF DIRECTORS On August 21, 1989, Mr. James Taylor, Mr. Stewart Ebneter and I met with the Board of Directors of the FPL Group at the headquarters of the Florida Power and Light Company in Miami.

The meeting had been arranged through discussions between Mr. Taylor and Mr. James Broadhead, Chairman and CEO of FPL Group.

The purpose of the meeting was for the NRC senior management to discuss with the Board our continuing concern with the operations of Turkey Point Units 3 and 4 nuclear plants.

Mr. Taylor began the discussion by stating that the NRC attempts to identify licensee performance problems early, prior to significant safety concerns developing.

He discussed the background of past problems at Turkey Point and NRC's concern that progress in improving the operational problems and other problems at the site appears to be unusually slow.

Mr. Ebneter and I discussed specific cases of past problems at the plant to illustrate our concern.

Mr. Taylor, Mr. Ebneter and I expressed NRC's confidence in the current FPL site managers, Mr. Harris and Mr. Cross, and added that we expect to see improvements at the site if they are given the corporate support to carry out their improvement programs.

No agreements or commitments were made at the meeting.
