50>>250 AND 50-251 BACKGROUND By letter dated September 12, 1988, Florida Power and Light Company (FPL, the licensee) proposed changes to their Technical Specifications (TS) for the Turkey Point Plant, Units 3 and 4.
The proposed changes would relax the current quali-fications requirement that the Operations Superintendent must hold a Senior Reactor Operator's (SRO) license at Turkey Point.
The requirement would be changed to permit the holding of an SRO at a similar plant (i.e., another pres-surized water reactor) to serve as an acceptable qualification for the Operations Superintendent provided there is an intermediate line manager who holds an SRO license on the Turkey Point units and whose responsibility includes supervising the operating shift supervisors.
DISCUSSION The licensee's proposed changes would modify TS Sections 6.2.2.h and 6.3.1 to change the current requirement that the Operations Superintendent hold an SRO license.
The revision would state that the Operations Superintendent "shall either hold or have held a Senior Reactor Operator License on the Turkey Point Plant, or have held a Senior Reactor Operator License on a similar plant (i.e.,
another pressurized water reactor)."
The Operations Superintendent has respon-sibility for operations, chemistry, engineering, and health physics
- and, when necessary, substitutes for the Plant Manager.
However, the Operations Superin-tendent does not directly supervise the reactor operators.
Direct supervision of the reactor operators is the responsibility of shift supervisors, who are required to hold an SRO license at Turkey Point, and who, in turn, are supervised by the Operations Supervisor who also is required to hold an SRO license at Turkey Point.
SUMMARY
The staff finds that the requested change provides an adequate level of qualification for the position provided that the shift personnel report directly to a management position that has a Senior Reactor Operator's license on that unit.
In this case, there is an in-line position of Operations Supervisor between the operating shifts and the Operations Superintendent.
The Operations Supervisor is required by TS Section 6.2.2.g to hold an SRO license on the unit(s) and has direct responsibility for their operation.
This meets the regulations and guidance in Standard Review Plan, Section 13.1.2 - 13. 1.3, "Plant Operations."
Therefore, the NRC staff finds the proposed changes acceptable.

~ ENVIRONMENTAL CONSIDERATION These amendments relate to changes in recordkeeping, reporting or administrative procedures or requirements.
The Comnission has previously issued a proposed finding that these amendments involve no significant hazards consideration and there has been no public comment on such finding.
Accordingly, these amendments meet the eligibilitycriteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
CONCLUSION We have concluded, based on the considerations discussed above, that:
(I) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed
- manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
