Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed License Amendment D. C. Sources Surveillance Re irements By letter dated September 29, 1986 (FPL letter L-86-393) Florida Power & Light Company (FPL) submitted a request to amend Appendix A of Facility Operating Licenses DPR-31 and DPR-41 to upgrade the current plant Technical Specifications and include, within limitations, the guidance of NUREG-0452, Standard Technical Specifications for Westinghouse Pressurized Water Reactors (STS).

FPL supplemented that request by letter dated November 28, 1986 (FPL letter L-86-475), which provided proposed specifications and supporting documentation for the Electrical Power Systems. By letter dated December 22, 1987, (FPL letter L-87-494) FPL requested that the NRC review and issue the D. C. Sources-Operating Surveillance Requirements (T.S. 4.8.2.1) independent of the Technical Specification Upgrade review effort. This specification reflected certain surveillance requirements for the station batteries ,that are more consistent with the manufacturer's recommendations.

Xn response to a question from the NRC Staff, FPL has revised the Category A and B electrolyte level limits specified in Table 4.8-2 to agree with the requirement in the STS. Specifically, the electrolyte level limits, for each designated pilot cell and connected cell were changed from "greater than minimum level indication mark, and no overflow" to "greater than minimum level indication mark, and less than 1/4 inch above maximum level indication mark". The attached Table 4.8-2 supersedes Table 4.8-2 included in the December 22, 1987 submittal.

The conclusions reached in, the Basis for No Significant Hazards Determination are not changed.
