~ Federal Emergency Management Agency Washington, D.C. 20472 MEMORANDUM FOR: Frank J. Congel Director Division of Radiation Protection and Emergency Preparedness Office of Nuclear Reactor Regulation FKM:

Assistant Associate Director Office of Natural ani TecAnolcgical Hazards Programs SUBJECZ: Exercise Report for the January 14-15, 1987, Exercise of the Offsite Radiological Emergency Preparedness (REP)

Plans for the Turkey Point Nuclear Power Plant Attached is a copy of the Exercise Report for the January 14-15, 1987, partial participation joint exercise of the offsite REP plans for the Turkey Point Nuclear Power Plant. Dade and Monroe Counties, both located in the 10-mile plume emergency planning zone (EPZ), fully participated in the exercise. The State of Florida partially participated in the exercise.

The exercise report, dated March 9, 1987, was prepared by the Region IV staff of the Federal Emergency Management Agency (FBR). The report does not identify any deficiencies resulting from this exercise. There were identified, however, two areas requiring corrective actions and eleven areas recommended for improvement. FEMA Region XV staff will furnish a copy of this exercise report to the State of Florida and will assure cattpletion by the State of the necessary corrective actions.

Based on the results of this exercise, and the corrective actions deleted since the January 1986 exercise, there is reasonable assurance appropriate protective measures can be implemented by offsite 'hat jurisdictions around the Turkey Point Nuclear Power Plant to protect the health and safety of the public in the event of a radiological emergency.

Therefore, the 44 CFR 350 FEMA approval granted on February 15, 1984, will remain in effect.

If you have any questions, please contact Mr. Robert S. Wilkerson, Chief, Technological Hazards Division, at 646-2860.
