ENCLOSURE 1

NOTICE OF VIOLATION Florida Power and Light Company Turkey Point Docket Nos ~ 50-250, 50-251 License Nos.

DPR-31, DPR-41 During the Nuclear Regulatory Commission (NRC) inspection conducted on March 29-April 3,

1987, a violation of NRC requirements was identified.

The violation involved failure to post Notices of Violation involving radiological working conditions and licensee responses to the Notices of Violation as required by 10 CFR 19'1'n accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986) the violation is listed below 10 CFR 19. 11(a)(4) requires each licensee to post current copies of any Notice of Violation involving radiological working conditions and any response from the licensee.

This section further requires that these documents are to be posted within two working days after receipt of the documents from the Comission and shall remain posted for a minimum of five working days or until action correcting the violation has been completed, whichever is later Contrary to the above, the licensee failed to post the Notice of Violation involving radiological working conditions transmitted to the licensee in Inspection Report No. 50-250, 251/86-36, dated November 26, 1986, and the licensee's response to that Notice.

Actions correcting the violation were not completed at the time of the inspections This is a Severity Level V violation (Supplement IV)

Pursuant to the provisions of 10 CFR 2.201, Florida Power and Light is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (1) admission or denial of the violation, (2) the reason for the violation if

admitted, (3) the corrective steps which have been taken and the results
achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
