Turkey Point Unit 3 Docket No. 50-250 Proposed License Amendment Emergency Containment Filter System Surveillance Re uirements In accordance with IO CFR 50.90, Florida Power 8 Light (FPL) requests that yo'u
- amend, on an emergency basis, Appendix A of Facility Operating License DPR-3l (Turkey Point Units 3 and 4 Technical Specifications) to allow the emergency containment filter system surveillance
- testing, required by T.S.4.7.I. I and 4.7.I.2.a, to be performed during the Unit 3 refueling outage scheduled to begin March l5, l987.
The proposed changes are shown on the attached Technical Specification pages.
These surveillance requirements are now required to be satisfied prior to February l8, l987.
The basis for our request and the reason for the emergency are included in Attachment 2.
Should this request not be granted, plant procedure requires the unit to be in cold shutdown (Mode 5) in order to perform the required surveillance.
Due to the potential for significant neutron dose, ALARA radiological considerations do not make performance of this test during power operations a reasonable consideration.
lt has been determined that the proposed amendment does not involve a
significant hazards consideration pursuant to IO CFR 50.92.
A no significant hazards consideration determination is attached.
In accordance with IO CFR 50.91(b)(l), a copy of this proposed amendment is being forwarded to the State Designee for the State of Florida.
In accordance with IO CFR I70.I2(c), FPL Check No.
3657 for gl50.00 is attached.
