Purpose:

Technical Specification 3.14.5.b requires the subaission of a report to the NRC if a ncaa-functional fire barrier penetration is not returned to functional status within 7 days.

In accordance with the above requireaent, this special report on the breached barriers is being generated in order to notify the NRC. This report will be updated on a 30 day basis until the AppemUx R associated work is complete.

Event:

The plant has been and is continuing to impleaent nuaarous mxEfications, mainly in accordance with Appendix R Alternate Shutdown requireaents. The schedular exemptions for the Safe Shutdown mxKfications, which outl1ned the alternative compensatory aeasures to be taken when a barrier is breached, expired on September 30, 1986, and on October 1, 1986. Upon the expiration of the exemptions, tbe compensatory aeasures as described in Attachment 1 of our letter L-85-386 (dated October 11, 1985), are continuing to be in place until the Safe Shutdown aadifications are complete. Breaches incurred during Alternate Shutdown modifications are governed by the Technical Specifications or tbe exemptions, as appl1cable.

Cause and Corrective Actions:

The major cause of the breached barriers is the Appendix R Alternate Shutdown work which stQ3.

reaains to be ccapleted. Due to the large voluae of work being perforaed, tbe plant is reporting the breaches in this one report, rather than on a case%~ basis. The breaches reported this annth are breaches which are now closed, but were open for longer than 7 days (see attached list of breached barriers).

Tbe plant cont1nues to impleaent the compensatory aeasures as applicable.
