NOVEMBER 18,
- 1986, REGARDING TURKEY POINT PLANT TECHNICAL SPECIFICATIONS
Background
Members of the NRC staff met with the licensee's representatives at Bethesda, Maryland, to discuss revision of the Turkey Point Plant Units 3 and 4 Technical Specifications.
The licensee is converting the existing custom plant Technical Specifications to the format and content of the Standard Technical Specifications for Westinghouse Pressurized Water Reactors (NUREG-0452).
~Sumar This meeting (list of attendees enclosed) was a followup to meetings held August 28, 1984, July 17, 1985, February 6, 1986 and March 21, 1986.
These previous meetings were held to discuss details relating to the purpose for the revisions, status, integration with ongoing efforts and procedures relating to licensing approval.
By letter dated September 29, 1986, the licensee submitted proposed revisions to the Turkey Point Plant Technical Specifications.
The submittal did not include those areas related to fire protection and electrical power systems.
The sections related to electrical power systems, which will be submitted in early December, and a request to delete the existing Fire Protection Technical Specifications which will soon be submitted in accordance with guidance provided in Generic Letter 86-10.
The licensee's representatives provided an updated review of the background, development constraints and the final product as the result of the Technical Specification upgrade effort.
An outline of the presentation is enclosed.
The staff discussed their review process and proposed schedule which is also enclosed.
Both parties agreed that the proposed Technical Specification revisions will not result in the requirement for plant hardware changes and will reflect the current Turkey Point Plant design and analytical basis which are supported by the existing approved Technical Specifications.
The staff indicated that their review of the proposed Technical Specifications would be performed in accordance with NRR Office Letter No. 38, "Procedures For Revision To Technical Specifications,"
as applied to licensed plants.

C The initial submittal is considered a draft proposal and the updated submittal, currently scheduled for June 22, 1987, will be the request which the staff will review and approve for replacement of the existing custom Technical Specifications.
It was indicated that the proposed Sholly Notice will be revised and noticed when the updated submittal is provided for staff review and approval.
The variances, deviations and justifications will be reviewed by the staff for acceptability in relation to the plants existing design and constraints.
The time necessary to implement the upgraded Technical Specifications wi'll be determined prior to issuance of the amendments to the licenses, thus assuring an orderly and safe transition period.
The NRC licensing staff, Regional staff and the licensee's staff agreed that the proposed schedule will require close interaction by all parties and any necessary changes or modifications will be incorporated as the review process proceeds.
