SUMMARY
OF MEETING HELD ON MARCH 7, 1985 TO DISCUSS THE FP8iL REVIEW OF REGULATORY REQUIREMENTS PER NRC LETTER DATED JANUARY 4, 1985 The Commission's Policy and Planning Guidance for 1984 (NUREG-0885, Issue 3) states:
"Existing regulatory requirements that have a marginal importance to safety should be eliminated" (Section IV.A, Planning Guidance No. 3).
To implement this item, the NRC staff has initiated a program entitled "Effectiveness of LWR Regulatory Requirements in Limiting Risk".
This program was announced in the Federal
~Re ister on October 3, 1984 (49 FR 39066).
As part of that program, the NRC plans to visit a sample of utilities to obtain their views on any regulatory requirements that are believed to have marginal importance to safety but which have high burdens on the utilities or the NRC.
The March 7, 1985 visit to FP8L was such a visit.
The results of this meeting will be summarized and used as a basis for future efforts in this program.
The agenda for the meeting and the attendance are provided as Enclosures 1 and 2, respectively.

Following the opening remarks and introductions, a brief overview of the program, goals, schedules and participation of the NRC contractor, Pacific Northwest Laboratories (PNL), was provided by Dr. Anthony Tse and the PNL representatives.
Mr. Peter Williams discussed the long term technical specification improvement program aimed at the overall improvement of requirements and plant operations.
The meeting was then turned over to the FPL staff for their identification and comments on regulatory requirements believed to have marginal importance to safety but result in high burdens to utilities or NRC.
These comments will be summarized in detail as part of the program,
- however, a list of the subjects cover'ed, not in order of importance, is:
