Thompson, Jr., Director Division of Licensing LICENSING ACTION REVIEWS FOR TURKEY POINT PLANT UNITS 3 AND 4 Your assistance is requested in conducting reviews of the enclosure submittal from Florida Power and Light Company dated March 7, 1985 for Turkey Point Units 3 and 4.
The product expected from you as a result of your reviews is a complete safety evaluation report suitable for use in an amendment.
Your reviewers should use the Standard Review Plan (SRP) and Standard Technical Specifications (STS) as guidance in determining acceptance criteria, recognizing, of course, that for operating reactors, the criteria in these documents are not requirements.
In accordance with NRR Office Letter No. 44, each safety evaluation performed by a technical division shall have a separate SALP input provided.
For purposes of this review, the Regional personnel involved are considered part of the technical divisions.
Therefore, we are requesting that your forwarding memorandum contain a
SALP input for the safety evaluations performed.
Work for the Turkey Point submittal concerning enriched fissionable material limits and surveillance intervals for fission detectors has been discussed with Bill Rankin of your staff.
The TAC numbers for the Turkey Point review are 57119 for Unit 3 and 57120 for Unit 4.
The requested completion date is April 19, 1985.
Please notify me as soon as possible if the completion date is acceptable.
Any contact with the licensee concerning this review or any additional information deemed necessary should be obtained through the NRR Project Manager for Turkey Point, Dan McDonald, who can be reached at 492-7363.
