50-250 and 50-251 Proposed License Amendment Moderator Tem erature Coefficient In accordance with 10 CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a
request to amend Appendix A of Facility Operating Licenses DPR 31 and 41.
The purpose of this change is to substitute a linear rampdown of the allowable Moderator Temperature Coefficient (MTC) from +5 x10"5Ak/k/'F to zero between 70 percent and 100 percent rated power in place of the current step change at 70 percent power.
The proposed amendment is described below and shown on the accompanying Technical Specification pages.
Pa e 3.1-2a The MTC requirement is revised as discussed above.
Page B 3. 1-3 The bases for the MTC requirements are revised.
This proposed amendment references the plant power conditions in modes.
In our January 20, 1985 letter (L-85-52) from J.
W. Williams to D.
G.
Ei senhut, we proposed an amendment which defines those modes, therefore, that amendment should be issued prior to the one requested here.
The safety evaluation and No Significant Hazards considerations are attached in support of this amendment request.
