[External_Sender] Re: Notification of Impending License Amendment Issuance - Hope Creek TSTF-535 Shutdown Margin The PSEG proposed License Amendment Request (LAR) H17-04, dated March 27, 2017 would modify the Hope Creek Technical Specifications (TS) definition of "Shutdown Margin" (SDM) to require calculation of the SDM at a reactor moderator temperature of 68 F or a higher temperature that represents the most reactive state throughout the operating cycle. PSEG states that this change is needed to address new Boiling Water Reactor (BWR) fuel designs that may be more reactive at shutdown temperatures above 68 F. LAR H17-04 states that PSEG has reviewed the model safety evaluation dated February 19, 2013, as part of the Federal Register Notice of Availability. This review included a review of the NRC's staff evaluation, as well as the information provided in Technical Specification Task Force (TSTF) Improved Standard Technical Specifications Change Traveler TSTF-535. As described in the LAR, PSEG concluded that the justifications presented in TSTF-535 proposal and the NRC's model safety evaluation are applicable to Hope Creek and justify the incorporation of the LAR changes into the Hope Creek TS.

Based on a review of LAR H17-04 and its applicable references in combination with the fact that SDM calculations will be performed at the most reactive state based on moderator temperature, the State of New Jersey has no comments.

Notification of Impending License Amendment Issuance - Hope Creek TSTF-535 Shutdown Margin Hello Jerry, I am about to issue another Hope Creek amendment in the next week or so. It is a technical specification task force traveler that addresses shutdown margin (SDM) and the new BWR advanced design fuels. The amendment just changes the definition of SDM since the highest reactivity temperature during fuel life may change to greater than 68 degrees F (20 degrees C) as used when calculating shutdown margin.

Lisa The U.S. Nuclear Regulatory Commission (Commission) will issue Amendment No. 208 to Renewed Facility Operating License No. NPF-57 for the Hope Creek Generating Station before the end of the year. This amendment consists of changes to the technical specifications in response to PSEGs application dated March 27, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17086A071). The amendment adopts Technical Specification Task Force (TSTF) Improved Standard Technical Specifications Change Traveler TSTF-535, Revise Shutdown Margin Definition to Address Advanced Fuel Designs, Revision 0, dated August 8, 2011 (ADAMS Accession No. ML112200436).
