SUMMARY

OF MEETING HELD ON JUNE 22, 1984 TO DISCUSS INTEGRATED LIVING SCHEDULES BACKGROUND Generic Letter 83-20, dated May 7,

1984, was issued to all licensees endorsing the concept of establishing implementation schedules for new and existing requirements which reflect the importance of the safety requirement to the public health and safety and licensee's ability to complete the necessary engineering, evaluation and design.

An enclosure to the letter was an amendment to the Duane Arnold Energy Center (DAEC) operating license.

The amendment incorporated a licensee condition which approved the licensee's "Plan for Integrated Scheduling of Plant Modifications for DAEC."

This first step towards development of an industry-wide program to establish realistic schedules for implementation of safety improvements, both utility-initiated and NRC-required, at operating reactors is in accordance with the CoIImIission's statement of policy and planning guidance for 1983.

MEETING

SUMMARY

The meeting was opened and all of the participants were introduced.

A copy of the list of attendees is included as enclosure 1.

The meeting was requested by FPL and Mr. J..Burford (FPL) briefly discussed the purpose of the meeting.

The FPL staff is in the early stages of developing a resource based Living Schedule and requested that the NRC staff provide feedback and insight into methodologies and processess being used and found acceptable for establishing priorities and schedules.

The NRC staff indicated that the Commission's 1984 Policy and Planning Guidance continues to put a high emphasis on Integrated Implementation Scheduling.

The integrated concept is a cooperative effort necessary to develop an orderly process for managing plant changes on a realistic basis and thus becomes an effective management tool for optimizing allocation of resources.

A formal license condition or amendment is necessary to show good faith and confirm an agreement between the NRC and licensees in meeting schedules for implementing necessary plant modifications.

The NRC staff strongly emphasised that the methodology and process for prioritizing and establishing the "Integrated Living Schedule" is the subject of the license condition, not the schedule itself.

CONCL'USION The NRC staff indicated, that considerable

benefits, both for industry and regulators,'ould result from a joint, good faith effort.

Some of the methodologies that could be considered for. establishing priotities and integrating efforts are engineering judgement, analytic hearchy, risk based cost-benefit analysis or combinations of these. The staff further indicated that they would work with FPL in the selection, refinement and implementation of the methodology best suited for the Turkey Point Plant for establishing priorities and integrating existing. and new efforts. /s/DMcDona'kd
