Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed License Amendment Control of Heav Loads In accordance with 10 CFR 50.90, Florida Power 8I Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating Licenses, DPR-31 and DPR-41.

This amendment is submitted as recommended in the Draft Technical Evaluation Report on Control of Heavy Loads at Turkey Point Units 3 and 4, to prohibit 2'

the travel of heavy loads over irradiated fuel assemblies in the spent fuel 2

pool. An exception to this requirement i's also included to facilitate installation of a temporary crane for use during reracking modifications.

Pages B 3.10-1 and B 3.12-1 The Bases for the above specifications are revised.

In accordance with 10 CFR 50.91(a)(I), it has been determined that the proposed amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.92. The No Significant Hazards Considerations determination is attached.

I In accordance with 10 CFR 50.91(b)(I) a copy of the proposed anendment is being forwarded to the State Designee for the State of Florida.

The proposed amendment has been reviewed by the Turkey Point Pl ant Nuclear Safety Committee and the Florida Power 5 Light Company Nuclear Review Board.

Because this change is made at the request of the Commission as stated in the Draft Technical Evaluation Report, a license fee i s not provided with this request.

ATTACHMENT Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed License Amendment Control of Heav Loads This amendment is made at the NRC request to prevent moving of heavy loads over irradiated fuel. This item was included as a recommendation in the Draft Technical Evaluation Report on Control of Heavy Loads at Turkey Point Units 3 and 4.

Because this change constitutes an additional restriction not presently included in the technical specifications, it is similar to exmple ii of the Examples of Amendments That Are Considered Not Likely to Involve Significant Hazards Considerations as presented in the Federal Register Notice of Interim Final Rule dated April 6, 1983.

We have therefore determined that operation of Turkey Point Units 3 5 4 in accordance with the proposed amendment would not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or
2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or
3) Involve a significant reduction in a margin of safety.

Our letter L-84-71 dated March 14, 1984 provided a request for license amendment to allow modifications to the Turkey Point Spent Fuel Storage Facilities. Par agraph 3.4.2 of the Safety Analysis Report provided with that request discussed the potential accident of a temporary construction crane drop. The results of this postulated accident were found to be acceptable in that report.

Because this temporary crane will be required to complete reracking modifications, it will be necessary for the temporary crane, which is a heavy load, to be lifted over irradiated fuel assembies in the spent fuel pool during installation of the crane. For this reason, an exception to the requirement to prevent moving heavy loads over irradiated fuel has been included in this request. This exception would allow moving of the temporary crane over the irradiated fuel during the scheduled Unit 3 rerack modifications and similar Unit 4 modifications being considered. The significant hazards considerations associated with the use of the temporary crane were provided with the spent fuel storage modification anendment request, referenced above.
