~ Actuati on In accordance with 10 CFR 50.90, Florida Power

& Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating Licenses DPR 31 and 41.

Tths amendment is submitted as requested by the NRC staff to define the operating bypasses on engineered safety features'actuation channels.

The proposed amendment is described below and shown on the accompanying Technical Specification pages.

Table 3.5-2 Footnotes are added to Item 1.3 (High Di fferenti al Pressure between any Stean Line and the Steam Line Header) and Item 1.5 (High Steam Flow in 2/3 Steam Lines with Low Tavo or Low Steam Line Pressure) to define the operating bypasses on these Channels.

This aIIendment defines operating bypasses which have been pr esent since initial licensing of the units.

Therefore, in accordance with 10 CFR 50.91(a)(l),

we have determined that this proposed amendment involves no significant hazards consideration in that operation of the facility, in accordance with the proposed amendment, would not:

1)

Involve a significant incr ease in the probability or consequences of an accident previously evaluated; or 2)

Create the possibility of a new or di fferent kind of accident from any acci dent previ ou sly ev alu ated; or 3)

Involve a significant reduction in a margin of safety.
