Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Proposed License Amendment Residual Heat Removal Pumps Additional Information In a telephone discussion with your staff on October 13, 1983, Florida Power 5 Light was requested to provide additional information concerning the proposed

'Emergency License Amendment provided in our letter (L-83-520) dated October 13, 1983. Specifically, we were asked to address why the need for the requested .revision concerning the operability of the Residual Heat Removal (RHR) pumps had'ot been filed sufficiently in advance of the current problem with the pump discussed in our letter.

In 1976, and again in 1981, FPL initiated reviews of spare parts needed to prevent situations similar to the one discussed in our amendment request.

This was due to spare parts problems at other utilities which caused lengthy outage times. Following budget approval, procurement actions for obtaining a spare RHR pump motor as a result of these reviews were begun, but due to the lengthy engineering review, shifting design requirements, and bidding process, the purchasing actions are still underway for this item. Our goal was to meet the specification on RHR pump oper ability by means of maintaining a spare available instead of trying to change the specification. This explains why we did not request the proposed amendment sufficiently in advance of the cur rent event.

Also, as. a result of discussions with the staff and in order to indicate the interim nature of the proposed technical specification, the page to be changed has been revised and is attached.
