& 4 I have enclosed the documents submitted by Florida,Power and Light Company (FPL) vthfch request that their licenses, DPR-31 and DPR-41, be amended.

As I indicated in our telephone conversation, the amendment requests are fn process of befng noticed fn the Federal Register (FR) and include all requests currently under review by the NRC staff.

tie have made a preliminary determination that the proposed amendments do not involve a significant hazards consideration.

Our determination fs based on the examples provided in 48 FR 14870.

A descrfptfon of the amendment requests and the bases for our determinations will be provided fn the Federal Register notices.
