Turkey Point Units 3 & 4 Docket Nos. 50-250 & 50-251 Radiolo ical Effluent Technical S ecifications (Revisions)

Our letter (L-82-403) dated September 10, 1982 provided our request for a license amendment to address Radiological Effluents Technical Specifications.

The purpose of this submittal is to provide revisions to our request in response to NRC staff comments.

The revised pages are attached.

Also attached is a list of the exceptions we have taken to the guidelines of NUREG 0472.

'Most of these exceptions have been previously submitted and discussed with the staff.

In compliance with 10 CFR 50, Appendix I and using the guidance of NUREG 0072, our Licensing staff in conjunction with the Nuclear Chemistry staff have compiled a response to"'the':Commission in the form of a Proposed License Amendment which'you;will-find attached for your review.

%'e have taken certain exemptions from the NUREG 0072 requirements which are as follows:

1)

T.S. 3.9.1.b Page 3.9-2, T.S. 3.9.2.b Page 3.9-9 and T.S 3.9.2.c Page 3.9-10.

NUREG 0472 Requirement:

To establish dose limits to members of the public on a quarterly and annual basis.

EXEMPTION:

Only quarterly dose limits are listed.

Annual dose limits are based on design objectives for construction of new nuclear power plants.

T.S. 3.9.1 NUREG 0072 Requirement:

To establish limits in the event of an uncontrolled liquid release from outside storage tanks.

EXEMPTION:

Since any possible releases from the outside storage tanks to the environment willbe contained within our site boundaries, we have decided not to address this requirement.

T.S. 3.9.2.g Page 3.9-11 NUREG 0072 Re uirement:

To continuously monitor for the hydrogen and oxygen gas concentrations within the gas decay tank system.

EXEMPTION-This proposed amendment will comply with the basic requirements of NUREG 0072 upon completion of gas analyzing system modifications Howevers due to re1iability oroblemc slith our existing equipment, we have opted to use grab sampling techniques in lieu of.

continuous monitoring as an interim'measure.

To continuously sample the condenser air ejector for Iodine-131 and particulates.

EXEMPTION-This proposed amendment will comply with the requirements of NUREG 0072 upon completion of modifications to the condenser air ejector SPING-0 monitor.

However, due to moisture interference with sampling capabilities oi the

. monitor, we have opted.

to use grab sampling techniques in lieu of continuous monitoring as an interim measure.

NUREG 0072'=.Re uirement:

To perform a quarterly channel functional test on the Unit '3 Spent Fuel Pit Building Vent Noble Gas Activity Monitor.

C EXEMPTION:

Design of equipment precludes the"~performance of the channel functional test.

The Offsite Dose Calculation Manual (ODCM) is scheduled,to be submitted to the Commission within 90 days from the date of the officia) FPL submittal to the Commission.of this proposed amendment.

The expected compliance dates for this submittal are as follows:

1)

PROCEDURAL COMPLIANCE Scheduled for the fi'rst calendar quarter following 90 days from the date of the approval and issuance of this amendment and the ODCM by the Commission, but not earlier than 3anuary 1, 1980.

2)

REPORTING REQUIREMENTS a)

Semiannual Radioactive. Effluent Release Report - Will be submitted to the Commission no later than 60 days from 3uly 1, 1980.

b)

Annual Radiological Environmental Operating Report'- Will be submitted to the Commission prior to May 1, 1985.
