50-250 and 50-251 Safety-Related Motor-Operated Valve Testin and Surveillance Generic Letter 89-10 On June 28,

1989, the NRC issued Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance,"

recommending that licensees establish a program to provide for the testing, inspection, and maintenance of safety-related motor-operated valves (MOVs) and certain other MOVs in safety-related systems.

The GL requested that a description of the MOV program and schedule be available on site for NRC review by June 28, 1990, or the first refueling outage after December 28,

1989, whichever was later.

Supplement 2 to Generic Letter 89-10: "Availability of Program Descriptions, " issued by the NRC on August 3, 1990, provided an extension to the original due date specified in the GL by which licensees were required to have a description and schedule of the MOV program.

Because of the amount of effort required to be expended on MOVs, the NRC decided to delay onsite inspections of the MOV program for 6 months, therefore, licensees were not required to have the MOV program available for NRC review until at least January 1,

1991.

Florida Power and Light has developed the Turkey Point Units 3 and 4

MOV program description and schedule addressing items a. through h. of GL 89-10, as specified in the GL.

The Turkey Point Units 3 and 4

MOV pxogram description has been available for NRC review since January 1,

1991, in accordance with the GL 89-10, Supplement 2 requirements.
