0 ENCLOSURE I NOTIC Florida Power Company Turkey Point Docket Nos. 50-250 and 50-251 License Nos.

DPR-31 and DPR-41 During the Nuclear Regulatory Comfssfon (NRC) inspection conducted on November 28 - December 2, 1988 and December 19,

1988, a violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 GFR Part 2, Appendix C (1988),,the violation fs listed below:

Tur key Point Technical Specification 6.8 states written procedures and administrative policies shall be established and implemented for the Facility Fire Protection Program.

Fire Protection Program Procedure O-ADN-OI6.2, Ffre Brigade Program, Section 5.3.1 requires that any fire brigade member not attending the required training be removed from active status and not be assigned to ffre brigade duty. - The procedure requires each Are brigade member to attend planned meetings every three months.

Contrary to the above, four fire brigade members failed to attend the required planned meeting

$ n second quarter 1988 and were not removed frog active status.

Consequently, at least one of these four members was assfgned to fire brigade duty on twenty shifts during the month of July 1988 when they were ineligible per procedure.

In addition, three other brigade members fafled to attend their planned meeting within the required three month interval.

This fs a Severity Level IV violation (Supplement. I).

Pursuant to the provisions of 10 CFR 2.201, Florida Power and Light Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commfssfon, ATTN:

Desk, Washfngton, DC
20555, with a copy to the Regional Admfnfstrator

. Region II, and a copy to the NRC Resident Inspector.

Turkey Point, within 30 days of the date of the letter transmitting this Notice.

This reply should be clearly marked as a "Reply to a Notice of Violation" and should include r.for each violation]: (I) admission or denial of the violation, (2) the reason for the vfolatien if admitted, (3) the corrective steps which have been taken and the results

achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.

Where good cause is

shown, consideration will be given to extending the response time.
