Quad Cities Units 1 and 2 Clarification of Information Pertaining to Fuse Pulling to Preclude Spurious Equipment Operation and Safe Shutdown Exemption Requests NRC Docket Nos. 50-254 and 50-265

Reference:

Letter from I.M. Johnson to H.R. Denton dated March 13, 1987

Dear Mr. Murley:

On a July 7, 1987 telephone conversation with members of your staff, information and clarification concerning the following items was requested:

1. Clarification oE the Eifth sentence of Section 12.1.1 of the exemption request for pulling RHR system logic circuit fuses to preclude spurious equipment operaton.
2. InEormation concerning breaker control power fuse pulling for safe shutdown path L. (Correction to March 13, 1987 letter.)
3. The time factor involved in pulling RHR system logic circuit fuses.

As a clarification to our exemption request for pulling RHR system logic circuit fuses to preclude spurious equipment operation, the fifth sentence of Section 12.1.1 should read, "These rooms, however, are located in the Northern and Southern Zone Groups and, therefore, could be inaccessible if the Eire occurred in Fire Areas TB-I or TB-III."

T.E. Murley July 15, 1987 In the above referenced letter, we had inadvertently left out the number of breakers that would have their control power fuses pulled and the time frame for the fuse pulling for safe shutdown path L. These are listed as follows:

Safe Shutdown Path Number of Breakers Time Frame 10 14 minutes after scram.

19 3 hours3.472222e-5 days
8.333333e-4 hours
4.960317e-6 weeks
1.1415e-6 months
after scram.

The number of RHR logic circuit fuses pulled to preclude spurious equipment operation must be pulled within 14 minutes of the reactor scram to ensure that the unit dedicated diesels will be available for powering the safe shutdown makeup pumps.

Please direct any questions you may have regarding this matter to this office.
