50-?50 AND 50-251 NOTICE OF ENVIRONMFHTAL ASSESSMENT AND F'NDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considerina issuance of 1'cense amendments to revise the Technical Specifications regard-ing D.C.

Power Sources for the Turkey Point Plant, Units No.

3 and 4, located in Dade County, Florida.

ENVIRONMENTAL ASSESSMENT Identification of Pro osed Action:

The amendments would revise the surveil-lance and test requirements for station battenies and battery charaers to assure that the equipment operates as required.

The revised surveillance and test reouirements would be closer to those of a modern plant and would approach the requirements of the Standard Technical Specifications.

The Need for the Pro osed Action:

The revised surveillance and +est require-ments would upgrade the Turkey Point plant requirements.

The revised require-nents are more extensive, provide additional operational

controls, are more in line with the battery manufacturer's recommendations, and are, on balance, a

safety improvement.

Environmental Im acts of the Pro osed Action:

The proposed amendments affect or ly the frqquerfey of surveillance tests and do not affect previously analyzed accidents.

Thus, post-accident radiological releases will not differ from those previously determined and the proposed amendments do not otherwise 8804i80227 880407 PDR ADOCK 05000250 P

PDR a~feet facility radiological effluents, or any significant occupational exposures.

Likewise, the amendments do not affect facility nonradiological effluents and have no other environmental impact.

Therefore, the Commission concludes there are no measurable radiological or nonradiological environmenta~

impacts asso-ciated with the proposed amendments.

Alternatives to the Proposed Action:

Since the Commission has concluded there is no measurable environmental impact associated with the proposed amendments, any alternatives either wi11 have,no environmental impact or wi 11 have a

greater environmental impact.

The principal alternative to the amendments would be to deny the request for amendments.

Such an action would result in environmental impacts which are ecual to or greater than the proposed action.

Alternative Use of Resources:

This action involves no use of resources not previously considered in the Final Fnvi ronmental Statement (operating licenses>

for the Turkey Point Plant, Unit Nos.

3 and 4, dated July 1977.

A encies and Persons Consulted:

The l4RC staff did not consult with anv other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.

The Commission has, therefore, determined not to prepare an environmental impact statement for the proposed amendments.
