SUMMARY
OF MANAGEMENT MEETING HELD AT TURKEY POINT ON DECEMBER 21, 1987 This letter refers to a management meeting conducted at the Turkey Point site on December 21, 1987.
The purpose of the meeting was to discuss FPL's Independent Management Appraisal, Management-on-Shift
- Program, progress in the SALP Category 3
areas of Training and Security and Maintenance Programs including work order backlog.
In addition, an Enforcement Conference on recent violations in the area of Security was conducted.
The results of the enforce-ment conference are described in separate correspondence.
It is our opinion that the meeting was beneficial and provided a better understanding of your progress in the above mentioned areas.
A copy of the meeting summary and a list of attendees are enclosed.
In accordance with Section 2.790 of the NRC's "Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room.

MEETING
SUMMARY
This was a multipurpose meeting in that the following topics were included:
Second management meeting following the issuance of NRC Order, EA 87-85 confirming FPC initiatives.
Involved discussions of the Independent Management Appraisal and the Management-on-Shift (MOS)
Program.
Discussion of SALP Category 3 areas including Training and Security.
Enforcement Conference regarding security violations which occurred on November 11, and 12, 1987.
Maintenance including the recent problems with ICW pumps and efforts to reduce the Plant Work Order (PWO) backlog.
Status report on the independent management review of the Manager-on-Shift notes from the week of September 8,
1987.
All of these areas are discussed below with the exception of the Security Enforcement Conference which is described in separate correspondence.
A brief plant tour was conducted which included the simulator, and limited areas of the turbine building.
Unit 4 was at full was making preparations for startup, NRC personnel noted the housekeeping conditions observed and expressed a desire for a sive tour during future on-site meetings.

The NRC comments were being evaluated and a
response was due by January 4,
1988.
Meetings with the Senior Evaluation Team are tentatively scheduled for January 15, February 5, March 1, and March 23, 1988.
A progress report on the MOS Program was presented.
It is FPL's intent to categorize each of the on-shift findings under the following sub-categories:

Response
to Off-Normal Conditions Knowledge of Equipment Status It was brought up that "professionalism" was not included in the above categories; and, after some discussion, FPL stated that professionalism. would be included as a
new section on the MOS reports.

Also discussed were problems with conflicts between the existing "custom" Technical Specifications (TS) and the new proposed TS.
FPL expressed a desire for expedited NRC review of the new TS.
They have proceduralized many of the new TS and often have conflicts between these interim TS and their existing license requirements.
FPL intends to have an internal meeting to discuss solutions and will present an action plan to the NRC.
The status of training enhancements was presented by Mr. T. Finn.
Six training programs were accredited by INPO in December 1987 and therefore FPL is now fully accredited.
Also, they have closed out all but three of the 165 items identified by a
1986 internal gA/Training assessment of the training depart-ment.
The simulator is on-site and assembled and is presently undergoing acceptance testing.
FPL anticipates that the machine wi 11 be ready for partial training in February and full license training in March 1988.
Details concerning the discussions on Security including enhancements, enforce-ment conference, etc.,
are contained in NRC Inspection Report 250,251/87-53.
The status of FPL's Independent Management Review of the Manager-on-Shift notes from the week of September 8, 1987, was presented by Mr. 0.

Five corporate level managers participated in this investigation which was concluded two weeks prior to this meeting with issuance of an internal report.
Their conclusions did not differ, from those presented to the NRC during the November 24,
- 1987, meeting and were in substantial agreement with the findings in NRC Inspection Report 250,251/87-44.

Kappes discussed the recent problems with ICW pump failures which resulted in a
need for the NRC to grant discretionary enforcement.
On December 18,
- 1987, a coupling sheared on the 4C ICW pump and the 4B pump failed to start on demand.
Although common mode failure was initially suspected, it was subsequently determined that the 4B failure was due to a seized bushing.
FPL wi'll determine if the coupling failure on the 4C pump should be reported under Part 21.
The Analytically Based Preventive Maintenance Program is seen by FPL to be the solution for repetitive coupling failures.
An INPO Mainte-nance Assist visit was conducted at Turkey Point in September and October 1987.
The team made 118 recommendations which FPL will act upon.
Also, Mr. Kappes stated that each maintenance department has been budgeted for two root cause determination engineers.
The PWO backlog was discussed and the NRC expressed a concern that the tracking of the backlog was based solely on the number of PWOs and did not include the estimated staff-hours.
FPL will look into this and provide additional informa-tion at the next management meeting.
