Unresolved Safety Issue A-46 By letter number L-87-211, dated May 15, l987, Florida Power and Light Company (FPL) provided a response to Generic Letter 87-02.
By letter number L-87-401 dated October l, 1987, FPL provided a
progress update and committed to provide a
further progress update by January 31, 1988.
This letter provides the committed progress update.
FPL has received the final site specific Seismic Hazard and Radiological Release information providing the numbers for the probability of an initiating Safe Shutdown Earthquake (SSE) and for the conditional public dose for a
WASH-1400 Category 2
release.
These numbers may be summarized as follows:

U. S. Nuclear Regulatory Commission L-88-51 Page Two The above listed data verifies FPL's previous conclusion that the Value-Impact (V/I)
Ratio for the seismic adequacy review requested by Generic Letter (GL) 87-02 is much less than one and that consideration of the costs of the review was appropriate since FPL plants now have a more than adequate level of safety with regard to risk from potential seismic events.
Since the V/I Ratio is so much less than one, FPL has not yet investigated additional factors and probabilities which would tend to reduce it even more.
FPL would like to schedule a meeting with the NRC to make a more detailed presentation of the results of its site specific Value/Impact analyses and will coordinate the meeting through the respective Project Managers.
FPL will provide a further written progress update on or before March 31, 1988.
