ENCLOSURE TURKEY POINT STATUS REPORT (December 5, 1987 to January 5,
1988) 1.
Plant Status Units 3 and 4 are currently in Mode 1.

Reduced power due to leaking pressurizer spray valve.
Reactor tripped due to inadequate procedural guidance regarding a source range switch.
Returned to Mode 1 after spray valve repair.
Returning to power, a stuck turbine control interlock contact caused an inadvertent dumping of hydraulic control oil upon reaching 50% power (a second contact was energized).
The operators did not understand why the turbine control valves were closing while demand to the turbine was constant, therefore they manually scrammed the plant in accordance with procedure.
Entered Mode l.
Power is being reduced from 75K.
A containment entry will be made to investigate a
pressurizer level transmitter that has failed.
An event response team has been formed by FPEL to investigate.

Faile'd 4C Intake Cooling Water (ICW) pump and the failure'o start of the 48 ICW.pump at that time induced a
power reduction from 100% to 50K.

Items of Interest December 21, 1987.
Region II granted Discretionary Enforcement on single ICW pump operation.
Post ICW pump repair; the unit was returned to 100K power operation.

Enercon Services, Inc.,
the independent management appraisal/review team will begin activities at Turkey Point and St. Lucie on January 6,
1988.
The company will address select site personnel describing their agenda and purpose.

The NRC (Region II) received the Enercon Services revised appraisal plan on December 30, 1987.
The revision had incorporated the NRC comments on the earlier plan.
NRC Staff Activities Durin the Period a.
NRC headquarters staff performed an inspection against the requirements'f 10 CFR 50.59 from December 7-11, 1987.
Aside from some minor comments, no major issues were revealed.
The inspection report has yet to be issued.

NRC regional and headquarters staff conducted a
management meeting with FPSL personnel which included the company's Chief Executive Officer on December 21, 1987.
Items of interest included the Independent Management Appraisal, the Management-on-Shift
- Program, work request
- backlog, and progess on SALP Category 3
items of Training and Security.
Also on December 21,
- 1987, the NRC staff held an enforcement conference on security issues.
The results of the conference will be addressed at a later date.
