OF MEETING HELD WITH FLORIDA POWER AND LIGHT COMPANY MARCH 18,
- 1986, REGARDING TURKEY POINT PLANT TECHNICAL SPECIFICATIONS Back round Members of the NRC staff met with the licensee's representatives at Bethesda, Maryland, to discuss revision of the Turkey Point Plant, Units 3 and 4, Technical Specifications.
The licensee is in the process of converting the existing plant Technical Specifications to the format and content of the Standard Technical Specifications for Westinghouse Pressurized Water Reactors (NUREG-0452).
Details were discussed relating to integration with ongoing efforts, limitations and procedures relating to licensing approval.
The list of attendees is enclosed.
The licensee will submit a proposed schedule within three weeks.
The submi.ttal.
will include the rationale and basis to support the schedule.
The technical specification (TS) upgrade will eliminate the ambiguity in the existing TS and result in additional test and surveillance requirements.
The submittal will also take into consideration the near term improvements resulting from the industry and the NRC efforts to improve TS.
Plant specific justification will be provided for deviations from the Standard Technical Specifications and any near term.,improvements included in the TS upgrade.
As previously stated, we indicated we would keep the licensee appraised of any regulatory resource policy or procedural change which could impact their TS effort.
