John A. Olshinski, Director Division of Engineering and Technical Programs COMMENTS ON LICENSEE'S PROPOSED TECHNICAL SPECIFICATION AMENDMENT FOR TURKEY POINT UNITS 3 AND 4 On February 11,

E. Uhrig, Florida Power and Light Company (FPKL), sent you a letter requesting an amendment for Operating Licenses DPR-31 and DPR-41 on the fire hose stations.

A copy of this letter was sent to Region II.

We have reviewed FP&L's proposed amendment and offer the following comments:

To meet the.requirements of 10 CFR 50 Appendix R Item III.E, the exterior fire hose, such as the hose installed at the hose stations on the 42'levations of the turbine building, is required to be hydrostatic tested annually.

However, the proposed Technical Specification

4. 14.3.a.4 requires all fire hose to be hydrostatic tested every three years.

The Technical Specifications should require hose at exterior locations to be hydrostatic tested annually and permit the hose installed at interior locations to be tested every three years.
