APPENDIX A NOTICE OF VIOLATION Florida Power

& Lig'ht Co.

Turkey Point Docket Nos. 50-250 & 50-251 License Nos.

DPR-31 & DPR-41 As a result of the inspection conducted on December 1-4,

1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),

the following violation was identified.

10 CFR 50, Appendix B, Criterion V and the accepted QA Program, Section 17.2.5 requires that activities affecting quality shall be prescribed by documented instructions, procedures or drawings of a type appropriate to the circumstances.

FP&L Topical QA Manual, Procedure QP 2.7 specifies that power plant engineering shall develop and maintain documents identifying those structures,

systems, and components which are nuclear safety-related and these documents shall clearly identify the boundaries of safety-related systems.

Contrary to the above, Procedure EPP-Ql 2.3A, Classification of Structures Systems and Components - Turkey Point Plant prepared by Power Plant Engi-neering does not clearly identify safety related boundaries, in that on December 4,

1981 various licensee personnel had established three different valves as the safety related boundary of the feedwater system.

This is a Severity Level V Violation (Supplement I.E.).

Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:

( 1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.

Under the authority of Section 182 of the Atomic Energy Act of

1954, as amended, this response shall be submitted under oath or affirmation.
