EXCEPTIONS TO FXNAL ORDER, Inter venor, Mavk P. Oncavage, files the following exceptions to the Final Oxdev in this action dated June 19,; l98l.

l. The Board exred in finding that the total quantity of- radio-activity from waste that might be retained on site during repaivs was 23.2 ci.. Fivst paragraph on Page 5 of the order.
2. The Board erxed in finding that the protective measures suggest'ed by the licensee make it extxemely unlikely that the package would be breached during a hurricane or toxnado. Second par~aph: on Page 5 of the oxdex.
3. The Board evved in finding that the dispos'tion of low level solid waste from the steam generator repairs will. be the same as the processing of such waste during normal operation. Third paragraph on Page 5 of the or der .

The Board evved in finding that the impact of a hurricane or

'tornado on the low level waste produced by the steam generator repairs and. stored on site will not pose a significant radiological hazard to the public. Second par agr aph on Page 6 o f the or der.

6. The Board evred in ruling that the licensee need not submit to the Commission an application that sets forth its proposed disposal procedures fov the low level waste stored on site. Position I on Page 6 and'osition XI on Page 7 of the ordev.
7. The Boavd erved in ruling that the stor'age of low level waste on site was not a majov federal action. Position XIX on Page 7 of the ovdev.
8. The Board evred in finding that the issue of the storage and disposition oi low level solid waste was adequately addressed in the FES. Positions XV, V, and VX on Page 7 of the order.
9. The Board erred in ruling that it has no juvisdiction over disposition of 1'ow level waste not generated by the vepairs which will interact with waste genevated by the repaivs. Position VXX on Page 7 of the order'.
10. The Board evred in vuling that the vepair'hould not be delayed until the NRC completes its veview of the disposal of low level solid waste. Position VIXX on'Page 7 of the ovdev.

ll. The Board erved in,vuling that the licensee need not be required to determine that all solid waste sent fov burial contain no detectable free liquids. Position XX on Page 7 of the ovdev.

12. The Boavd erved in not rejecting the licensee application due to the fact that the licensee cannot lawfully dispose of its low level solid waste. Position X on Page 7 of the order.
13. The Board eived in not requiring the staff and licensee to examine the low level disposal capacity of Tuvkey Point. Position XX on Page 7'f the order.
