Contention 6 states, in part:

t There are likely to occur radioactive releases from one or more stored assemblies to unrestricted areas which violate 10 CFR Part 20 or are not as low as is reasonably achievable within the meaning of 10 CFR Part 50, as a result of:

l.eakage through the floor beneath the stored steam generators.

As NRC Project Manager for the Turkey Point Plant, I have participated in and/or supervised the review of the proposed steam generator repair program, including the storage of the replaced steam generator assemblies.

The replaced steam generator assemblies were originally to be stored in an onsite storage facility,with an earthen floor.

At the request of the Staff, the Applicant altered the storage facility design to include the provision of a watertight roof and a six inch reinforced concrete floor.

With the provision of a concrete floor, the Staff regards the risk of leakage of radioactive material as effectively eliminated,',particularly into unrestricted, areas.

conclusion is based on the fact that: (1) the outside of the assemblies will. be decontaminated to acceptable levels.

Regulatory Guide 1.85, Table 1; (2) the outside of th assemblies will be periodically inspected (see Steam Generator Repair Report,

p. D-3-1, and Safety Evaluation Report

and (3) internal radioactive material will he securely sealed within the assemblies (See SER

$ 3.2.6)..

'At present, the most essential function of the storage building is to, shield the di'rect and scattered radiation from the radioactive material sealed within the assemblies.

The planned floor and roof provide added, but not essential, assurance that this radioactive material will not escape from the storage building.

Therefore, on the basis of the above, the Staff. regards the storage building as an acceptable place to store the steam generator assemblies (See SER 5 2.'8.2).
