OF MEETING HELD ON JUNE 30, 1980 TO BRIEF ALL REVIEWERS ON THE STEAM GENERATOR REPAIR PROGRAM (TAC NOS. 12995,
- 12996, 13082,
- 13083, 11989, AND 11990)
BACKGROUND On June 2, 1980 a memorandum was sent to all AD's having reviewers that would be involved in the Turkey Point Steam Generator Repair Program (Attachment 1).
On June 20, 1980 this meeting was called to brief all reviewers on the program
Attendees are listed in Attachment 2.
MEETING
SUMMARY
M. Grotenhuis, Project Manager for the Tur key Point Plant, presented an over-view of the'hronology of events (as listed in Attachment 1).
After that, the following additional and/or changed items were discussed:
1.
Demineralizers were added; 2.
Changes in cutting the generator steam were made; 3.
Changes were made in occupational doses; and 4.
Changes were made in the steam generator storage building.
The review requirements were then listed as follows:
1.
Complete review for the Draft Environmental Impact Statement, August 4, 1980 (TAC Nos.
12995 and 12996).
2.
Complete the update of the Safety Evaluation dated May 14, 1980 by August 4, 1980 (TAC Nos.
11082 and 11083).
3.
Prepare for hearing in December 1980 (TAC Nos.
11989 and 11990).
Background information was issued to all reviewers present who did not already have it.

JULY I c 1980 DISCUSSION AND CONCLUSIONS The above information was discussed and all agreed to the August 4, 1980 deadline for review material to be submitted to the project manager.
The RAB found that a site visit would be necessary and questions would be asked of the licensee.
The site visit was tentatively scheduled for July 10 and 11, 1980 with questions to be forwarded to the utility one week in advance.
Based on the deadline of August 4, 1980 being met by all reviewers,'r.
Goldberg will notify the Atomic Safety and Licensing Board that the Draft Environmental Impact Statement (and updated safety evaluation) will be issued on or about September 1, 1980.

PREPARATION OF AN ENVIRONMENTAL IMPACT APPRAISAL (EIA) AND PREPARATION FOR HEARING (TACS 12995/6 AND 13082/3}
Backaround:
Florida Power and Light Company (FPL) has subnitted a Steam Generator Repair Report which describes the repair program proposed for the Turkey Point Plant Unit Nos.
3 and 4.
A petitioner has requested a hearing and has been admit.ed as an intervenor.
Before a hearing could be held, the Commission ordered the staff to prepare an EIS for the Surry Plant, which is undergoing a similar repair program.
Consequently, the staff decided that an EIS should
, also be prepared for tho Turkey Point repair program.
A more detailed chronology of these events is given in Attachment l.
Consistent with the chronology in Attacfment 1
a schedule was prepared which would have led to the issuance of a Draft EIS on May 15, 1980.
The presently prooosed target date for the Draft EIS is July 1, 1980.
The hearing is being held in abeyance until the final EIS is issued.
Florida Pow'er and Light is expected to issue a schedule calling for installation of the new steam gener-ator in 1981, probably in late summer.
The Atomic Safety and Licensing Board is waiting to get a schedule from the staff for the preparation of the EIS.
If a Draft EIS is issued on July 1, 1 980, the final EIS could be issued by October 1, 1980.
This would likely permit a hearing to begin in January of 1981.
Reauest:
Reviewers are needed to update the EIA and convert it to an EIS and to update the SE.
In addition to the information already in the EIA and the SE, new information has been submitted by Florida Power and Light Company which updates the Steam Generator Repair Report.
As a guide to the assignment of r viewers that are needed for these activities, see Attachment 2; a list of witnesses, the subjects on which they were to testify, and the branches to
which they were assigned, and Attachment 3; the table of contents of the SE, the authors o,
each section and the branches to which they were assigned.
In addition, the subject of endangered species has been brought up and since it has not been discussed in the Turkey Point OL FES, it should be discussed in this EIS.
Further guidance in the preparation of the EIA is available in the form of responses to interrogatories which arose from the'earing.
These and all other documents listed in Attachment 4 will be available from Mr. Grotenhuis (27128).
These TACS have been identified as priority 1 items for Turkey Point.
