0 APPENDIK A NOTICE OF VIOLATION APR 24 j980 Florida Power and Light Company Turkey Point 3 and 4

DPR-31 8 DPR-41 Based on the NRC inspection March 25-28, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
As required by Technical Specification 6'.1 written procedures and admin-istrative policies shall be established, implemented and maintained that meet or exceed the requirements of Appendix "A" of the USNRC Regulatory Guide 1.33.
Regulatory Guide 1.33, Appendix A, states in part that chemical and radiochemical control procedures should be written to prescribe the nature and frequency of sampling and that these procedures should specify laboratory instructions and calibration of laboratory equipment.
Contrary to the above:
a.
On March 26,
- 1980, there were no written procedures for efficiency calibration of the Ge(Li) gamma spectroscopy system and the liquid'cintillation counter.
b.
During the period from May 1979 to March 1980, Procedure NC-13, "Gas Flow Proportional Counter Daily Quality Control Check", was not followed in that recounts were not made when the daily checks did not meet the acceptance criteria.
This is a deficiency.
