3 and 4'UMMARY OF SITE VISIT ON OCTOBER 17 AND 18, 1979 REGARDING FIRE PROTECTION OF THE TURKEY POINT PLANT Introduction On October 17 and 18, 1979, members of the NRC staff met with members of the FPL staff to review those outstanding issues which are important to fire protection and which are as yet unresolved.
The agenda for the meeting was as given in the letter to FPL dated October 3, 1979 (Enclosure 3)
A detailed discussion of the issues, the status of the issues, and the modifications required to meet NRC guidelines is given in Enclosure 4'o the October 3,
1979 letter to FPL.
Attendees. at the site visit are listed in Attachment 1 to this summary.
Back round The Safety Evaluation (SE) for the Turkey Point fire protection program was issued on March 21, 1979.
Several incomplete items were identified in this SE (Section 3.2) as being unresolved.
The licensee's response to these unresolved items (letter 79-128 dated May 21, 1979) was not acceptable and the items remain unresolved.
In addition, fire protection Technical Specifications were issued on November 8, 1978 to incorporate limiting conditions for operation and surveillance requirements for existing fire protection equipment and administrative controls for the Turkey Point plants.
The October 3, 1979 letter confirming the site visit also summarized all the open items identified in the letter dated November 8, 1978 which issued the Technical Specifications and the incomplete items from the March 21, 1979 SE.
On October 19, 1979 the meeting was opened by the NRC staff indicating to the FPL staff that the unresolved items in the March 21, 1979 SE were not resolved by the FPL response to the request contained in that SE.
The purpose of this site visit was to reexamine the plant in the areas under consideration and discuss the information that the staff still required to close out the unresolved items.
Absent any new information, the staff positions stated in Enclosure 4 of the October 3, 1979 letter stand as final positions.

l97S After an informal presentation on recent developments (i.e., since the fire hazards analysis dated February 25, 1977) in the use of Flameastic coatings by D. Van Tassel and D. Smith/FPL, the staff toured the plant areas listed in the agenda (see Encl osure 3 of the Octobei 3, 1979 letter).
On October 18, 1979 the NRC staff and the FPL staff convened in a closing meeting to summarize the results of the tour and discussions At this meeting the NRC staff indicated that additional information may be required in the areas listed in the agenda.
The types of information that may be requested were fully discussed.
If information is required, the request will be transmitted in writing.
The unresolved areas in the Technical Specifications (Enclosure 4 of the October 3, 1979 letter, Section 3.2.6 of the March 21, 1979 Safety Eval-uation) were also discussed as follows:

The five man fire brigade will be handled by a rulemaking procedure already in progress.
2.
The continuous surveillance of inoperable fire barriers, may be resolved by proposed changes suggested by the NRC staff.
3.
Physical dedications of fire water supply, is included in item 1 of the site visit agenda, namely, fire water supply.
I Hydrostatic hose test, is still an unresolved item.
5.
The time interval to run a fire hose to an inoperable station is also unresolved.'c:
