On December 8, 1978 FPL requested a meeting with the staff to discuss the program of the review.

The requested meeting was held on December 18, 1978.

Attendees are listed in Attachment 1.

Meetin Summar The meeting was opened by Mr. Grotenhuis, who stated the purpose of the meeting, to discuss the status of the NRC review.

The review status by NRC reviewing branches was given as folloils:

0. Pearson responded by indicating his concenn for the environmental decision and expressed his desire that FPL views be heard before final staff decision is made.

The subject of the environmental decision was discussed at some length during which time FPL indicated, its reasons why it could not agree that an environmental impact statement (EIS) would be required.

The staff discussed some of the concerns that made the decision difficult.

The meeting way concluded by the staff indicating that the decision regarding the Surry environmental review would be need~omM--

meet VEPCO's schedule requirements and that, since the two reviews were nearly identical, the Turkey Point environmental review would follow closely behind.

The staff also agreed that is was quite likely that

VEPCO, and FPL, would be provided hn Qpportunity to present additional pertinent information for consideration before a final

'staff decision on the need for an environmental impact appraisal or environmental impact statement.
