ENVIRONMENTALREVIEW OF LICENSE RENEWALAPPLICATION
Dear Mr. Cruse:
The staff is, continuing its review of the Baltimore Gas and Electric Company (BGE) application for license renewal, submitted by letter dated April 8, 1998. As stated in the May 8, 1998, letter, the staff found that the content of the application, including the environmental report (ER), has sufficient information to be considered complete'and acceptable for docketing.
However, the staff requests further discussion on two issues with BGE to support the environmental review.
Although Section 4.1.19 of the application, "New and Significant Information," stated that BGE was not aware of new and significant information regarding the plant's environment, the application did not outline BGE's actions or processes for becoming aware of new information related to the environmental impacts of license renewal and the decision logic or assessment process for determining whether such, new information is significant. The staff, therefore, requests further discussion to determine compliance with 10 CFR 51.53(c)(3)(iv). Second, the staff requests a discussion on site-specific demographic information to support the staff's environmental justice review. The staff has the capability to generate 1990 census level information independent of BGE input; however, the staff believes that BGE's knowledge of the area immediately surrounding the site may provide unique insights that may be beneficial to the staff's review.
The staff wanted to make BGE aware of the issues early in the process and plans to address these issues with you during the site visit, currently scheduled for July 7-10, 1998.
