EXPANDED SYSTEM READINESS REVIEW VALIDATIONINSPECTION SCHEDULE AND CONFIRMATORYACTION LETTER UPDATE
Dear Mr. Powers:
Thank you for the May 7, 1999 letter which provided the revised Expanded System Readiness Review (ESRR) schedule.
We have rescheduled appropriate inspection activities to ensure timely evaluation of the adequacy of those discovery efforts.
Based upon the recent schedule changes, our ESRR Validation inspection team is scheduled to conduct onsite inspection activities during the weeks of July 12 and July 26, 1999.
Because background material will be required to adequately prepare for this inspection, we anticipate a preparation visit to obtain pertinent documentation during the week of June 21, 1999. A letter which details specific information needed to prepare for the inspection will be provided to you in early June 1999.
In addition, due to the revised completion dates for the ESRRs, we did not complete all planned inspection activities during our inspection to assess Performance Assurance group oversight effectiveness.
In order to.provide you with inspection results in a timely manner, we provided interim feedback to D.C. Cook management at an exit meeting on May 5, 1999. The final phase of this inspection willbe conducted after Performance Assurance group reviews are compared to the results of the ESRRs.
We anticipate the final inspection activities to occur during the week of July 12, 1999.
We willcontinue to monitor your restart activities through the implementation of the Manual Chapter 0350 restart oversight process.
We understand that the ESRRs will be an integral part of your determination that the concerns delineated in our Contirmatory Action Letter (CAL),
dated September 19, 1997, have been satisfactorily bounded.
As you stated in your March 17, 1999 letter, "Withdrawal of Response to Issue No. 1 of the NRC Confirmatory Action Letter of September 19, 1997," you withdrew your previous response to CAL Issue No. 1, 99052i0057

R. Powers pending the completion of a comprehensive design review. Additionally, you committed to review the remaining responses to the CAL letter to ensure they remain valid in light of the findings that may emerge from the ESRRs.
Based on this information, the CAL willremain open pending the completion of our evaluation of the design re-review to address CAL Issue No. 1, our review of your efforts to re-validate your previous responses to the other CAL issues, and our evaluation of the adequacy of your discovery efforts to bound the engineering concerns.
