On January 10, 1996, the United States Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 96-01, "Testing of Safety-Related Logic Circuits," to all holders of ope ating licenses or construction permits. The GL purpose was to notify licensees" about problems with testing of safety-related logic circuits, request that all addressees implement the actions described within the generic let er, and require that all licensees submit to the NRC a written response regarding implementation of the requested actions.

Refe ence 1 provided our initial response committing to perform the equested actions. Reference 2 reported that AEP had completed the actions as specified in GL 96-01. Recent independent assessments indicate that the previous related review efforts do not meet current management expectations. As a result, our Engineeri'ng organization will reexamine existing documentation and initiate actions, as required. Additionally, a surveillance revalidation program has been initiated by our Operations Department to compare associated procedures with the Technical Specifications(TS). These endeavors are intended to provide reasonable assurance of continued TS compliance ~
