SUPPLEMENT TO TECHNICAL SPECIFICATIONS CHANGE REQUEST ICE CONDENSER FLOW CHANNELS On December 3,
- Company, the Licensee for Donald C.
Cook Nuclear Plant units 1 and 2,
requested changes to the technical specifications (T/S). in submittal AEP:NRC:09000.
The proposed changes are more conservative than the existing technical specifications for determining flow channel blockage in the ice condenser.
Approval was requested by January 20,
- 1999, to support startup of unit 1.
During the recent outage, all of the ice in the ice condenser was melted.
This included ice that had accumulated in the flow channels.
Following refill of the ice condenser, the flow passages will be cleaned to provide assurance that no ice accumulation is present.
Based on consideration of the expected as-left condition of the ice condenser, it was concluded that the current T/S requirements are adequate to provide reasonable assurance that the flow channels will perform their safety function.
We believe
- however, that it would be appropriate to implement the proposed surveillance requirements under administrative control in support of ice condenser operability.
As described previously, these
- changes, are more conservative than the existing technical specification.
Based on the
- above, completion of the NRC review and approval of the license amendment, request is no longer considered necessary prior to restart of unit 1.
