DONALDC. COOK NUCLEAR POWER PLANT, UNITS 1 AND 2 UPDATE ON STATUS OF DIRECTOR'S DECISION RE OCTOBER 9, 1997, PETITION

Dear Mr. Lochbaum:

The purpose of this letter is to give you an update on the completion of the Director's Decision concerning the 10 CFR 2.206 Petition filed by the Union of Concerned Scientists (UCS) on October 9, 1997, concerning the Donald C. Cook Nuclear Power Plant, Units 1 and 2 and the addendum to the Petition submitted on January 12, 1998. The Commission had scheduled to complete the Director's Decision by mid-November 1998; however, key inspection efforts that willcontribute to the Director's Decision have been delayed and will not be completed until the end of 1998. Therefore, the Director's Decision willnot be completed until early 1999.

During recent telephone conversations with me, you indicated that you would prefer to see the Commission do a thorough job in responding to the 2.206 Petition rather than rushing to issue the Director's Decision to meet an arbitrary date.

You also suggested that the Director's Decision should be issued before a unit at D.C. Cook restarts.

Issuing the Director's Decision in early 1999 will be before the projected restart of a unit at D.C. Cook.
