OF THE SEPTEMBER 29,1998, PUBLIC MEETING TO DISCUSS DONALDC. COOK NUCLEAR PLANT RESTART ACTIVITIES

Dear Mr. Powers,

This letter summarizes the meeting held on September 29, 1998, between staff members of the NRC and the Donald C. Cook Nuclear Plant to discuss issues related to restart strategy and plant performance indicators. This meeting was held at the NRC Headquarters in Washington, D. C. and was conducted from 1:00 -4:30 p.m. This meeting was open for public observation.

Enclosure 1 provides a list of meeting attendees.

The NRC provided a brief introduction to the meeting which included a presentation of the meeting agenda, a timeline of major regulatory activities during the extended shutdown, a summary of items on the Manual Chapter (MC) 0350 restart checklist, and a presentation of planned NRC inspection activity related to restart efforts. The handout with this information, provided by the NRC during this meeting, is contained in Enclosure 2. The NRC noted that the recent licensee schedule revisions to the Donald C. Cook Restart Plan invalidated the dates associated with the inspection schedule provided in Enclosure 2. The NRC indicated that inspection dates would be revised to be consistent with the licensee's latest schedule for the completion of restart activities.

The licensee presented information related to the schedules, strategies, and performance indicators that plant management was implementing to bound 'generic safety concerns and facilitate the creation of an environment which fosters continuous performance improvement through the restart effort and transition into power operations.

The licensee discussed their efforts to address generic design basis concerns including their reviews of safety significant systems.

The licensee indicated that the auxiliary feedwater (AFW) safety system functional inspection (SSFI) is a critical activity which is intended to validate the effectiveness of the licensee's ability to identify and resolve safety concerns.

The AFW SSFI is a vertical slice inspection effort that willbe implemented by the licensee with NRC oversight. The handout with this information, provided by the licensee during this meeting, is contained in Enclosure 3.

R. Powers The status of licensing activities in preparation by the licensee and under review by the NRC staff was included as an agenda topic. Time limitations required the completion of this item in a meeting separate from the formal MC 0350 Restart Panel process.

The NRC staff and licensee agreed to conduct monthly licensing meetings in conjunction with the MC 0350 Restart Panel meeting as a means of facilitating the restart process.

Highlights from the licensing meetings will be reported to the Restart Panel on a monthly basis.

The NRC staff asked questions regarding the basis and adequacy of the licensee's performance indicators to provide a representative picture of plant performance.

Additionally, the NRC staff asked the licensee to describe the measures that plant management had taken to prepare for the unique challenges associated with the planned transitional period in which Unit-1 would be operating at power while Unit-2 remained shutdown resolving restart issues.
