1 AND 2 - CONTROL ROOM VENTILATIONSYSTEM REVIEW (TAC NOS. M92092 AND M92093)
Dear Mr. Powers:
The NRC staff conducted a control room habitability survey at your facility in September of 1986. That survey raised questions on the capability of the control room to demonstrate conformance with the requirements contained in General Design Criteria (GDC 19) due to certain conditions which were identified during the visit. By letter dated October 11, 1988, you submitted a control room dose analysis which indicated that the Donald C. Cook control room dose exceeds the limits of GDC 19 of 10 CFR 50 Appendix A. Subsequently, you developed a plant-specific five percentile dispersion term (chi/Q) and recalculated the analysis to demonstrate that the doses to the control room operators would not exceed the limits specified in GDC 19 in the event of an accident.
The output was then incorporated into the plant surveillance test procedure which is used to demonstrate operability of the control room ventilation system.
By letter dated September 28, 1994, you stated that the revised analysis had been completed and was available for review at your offices. On March 8, 1995, you were requested to submit the analysis used to demonstrate that the Donald C. Cook Nuclear Power Plant control rooms meet the requirements of GDC 19. An analysis was submitted to the NRC
-on April7, 1995, and has been under review by the NRC staff since that time.
During an August 5, 1998 phone conversation arranged to discuss technical issues associated with this analysis, the licensee stated that the control room ventilation dose calculations were currently under revision. These calculations were reviewed and determined to require technical and administrative upgrades as part of the restart plan in progress at Donald C. Cook. Your staff has stated that the changes required for this analysis do not affect the ability of the control room ventilation system to meet the requirements of GDC 19 or raise questions as to the D
operability of these systems.
Your staff considers these systems to be fullyoperable.
As a result of this information the NRC has terminated all review activities associated with our A ril l

7, 1995 submittal, thereby closing TAC Nos. M92092 and M92093.
The NRC considers a review of your analysis to be necessary to resolve the concerns raised by 2'he habitability survey. This analysis 'should include the guidance from the NRC NHUG and NEI Control Room Habitability Workshop held in July 1998 in which representatives from Donald C.
Cook Nuclear Plant participated.
Please submit the revised analysis demonstrating conformance of the control room ventilation systems at Donald C. Cook Nuclear Plant with
