SUMMARY

OF THE AUGUST 25, 1998, PUBLIC MEETING TO DISCUSS D. C. COOK RESTART ACTIVITIES

Dear Mr. Powers:

This letter refers to a meeting held between the NRC and Donald C. Cook plant staff to discuss your progress toward resolving those issues necessary for plant startup conducted on August 25, 1998. This meeting was open to public observation.

The meeting opened with remarks from Mr. John Grobe and Mr. John Sampson, followed by a presentation of the restart readiness measures.

Your staff indicated that the restart readiness measures willprovide for improved ownership and accountability among the site personnel assigned responsibility for specific restart items.

ln addition, improved ownership and accountability from the restart readiness measures is monitored by utilization of work-down curves, performance indicators, and monitoring adherence to the restart schedule.

The restart readiness measures are intended to provide assurance that the activities planned for restart are accomplished in accordance with the plan.

The NRC requested that periodically, a complete set of performance indicators and work-down schedules be sent to Region III. The NRC also indicated that an inspection willbe conducted in the near future to validate the performance indicators established to monitor perfonTIance in the areas contained in the startup plan.

Other topics discussed during the meeting included the status of items included in the corrective action program, the restart schedule, ice condenser repair status, the safety system functional inspection of the auxiliary feedwater system, the status of licensing submittals, and a summary of the items contained in the NRC 0350 checklist.
