Dear Mr. Powers:
On September 3, 1998, the NRC completed an inspection at your D. C. Cook, Units 1 and 2
reactor facility. The enclosed report presents the results of that inspection.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's rules and regulations and with the
conditions of your license. Areas specifically reviewed included the implementation of the
radiological environmental monitoring program, maintenance of effluent monitors, and radiation
protection department self-assessment
activities. Station corrective actions for previously
identified NRC violations were also reviewed. Within these areas, the inspection consisted of
selective examinations of procedures and representative
records, interviews with personnel,
and observation of activities in progress.
No violations of NRC requirements were identified. The radiological environmental monitoring
program was properly implemented, and the effluent radiation monitors were well maintained.
We noted that you had taken corrective actions to address previously identified NRC
violations,'ncluding
self-assessments
to measure performance.
However, these assessments
and our
inspection findings indicate that radiation worker problems continue to exist at your facility.
Therefore, two ofthe items reviewed willremain open so that your efforts to improve
performance can be reviewed in subsequent
inspections.
