PROPOSED CHANGE TO THE NPDES PERMIT Indiana Michigan Power Company is the holder of National Pollutant Discharge Elimination System (NPDES) permit number MI0005827 for Donald C.
Cook Nuclear Plant.
Section 3.2 to part II of appendix B
(environmental technical specifications) to facility operating licenses DPR-58 and DPR-74 requires that proposed changes to the effective NPDES permit be provided to the NRC.
In a letter dated August 19,
- 1998, the Michigan Department of Environmental Quality (MDEQ) was notified of a proposed change to the" NPDES permit involving total application time for Clam-Trol CT-2 treatment.
In accordance with the environmental technical specifications, a copy of the request is provided to the NRC.

This notification is made pursuant to the Cook Nuclear Plant NPDES Permit MI0005827, Part II, A.2.

In order to ensure an effective Clam-Trol CT-2 treatment this year, we would like to increase the total application time as described in Part I A.1 of our NPDES
'ermit.
We request to increase the length of discharge time for Clam-Trol from 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> per discharge event to 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> per discharge event.
This extended time period would allow more time in the event of a mechanical failure or chemical feed interruption to the Circulating Water Discharge.
Total CT-2 feed time at the desired concentrations willbe held to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, but it is possible that interruptions in chemical feed or low initial feed concentrations may increase the overall time to 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br />.
I have spoken to Sylvia Heaton concerning this matter and she did not see any reason why this should be a problem.
